Are radar detectors legal in Pennsylvania? If I get stopped by the police and I have a radar detector, will I get a fine? Can I use it?
Yes, radar detectors are legal in PA.
Radar detectors, however, are not legal in Virginia.
Most police officers are unforgiving if you have a radar detector in your car. You most likely will get a fine, although I have received warnings.

Let me follow this up with this tidbit:
State Troopers in PA have laser and another system that does not operate using radar principles. Additionally, they are using a feature known as "instant-on", where the device turns on and provides your speed to them instantly. This does not provide for any reaction time.
Consider driving no more than 6-10 m.p.h. over if you are city or highway driving.

They are only illegal in commercial vehicles and the state of Virgina and Washington DC. However, if you're stopped you will get the ticket as the detector is considered your warning.

It seems the only function of a radar detector is to avoid the police so one can speed. It seems to me that a device whose sole purpose is to allow law breaking should be illegal, but many states allow radar detectors. Why? What is a legal, non criminal reason for owning a radar detector?
While I agree completely with Serf I will give another answer.
Since the real purpose of police using radar or any other enforcement method should be the prevention of speeding, just turning on the radar has the desired effect. The detector beeps and the driver checks their speed and slows. Other drivers often notice and do the same. Some police do just that.

It's known as House Bill 105, an effort to amend a part of the Mississippi Code of 1972. It would allow sheriffs, deputy sheriffs, and constables in all counties to use radar detectors to to track down speeders bout outside and inside city limits.
"We have tried repeatedly to have the committees consider it and bring it to the floor, so we can help our local law enforcement," said Rep. John Moore, who represents Rankin and Simpson counties.
But every legislative session in the House of Representatives, the bill gets shot down.
Hinds County Sheriff Malcom McMillan has been running the department for years. He stopped pushing for the measure a long time ago.
"Some will say that they're for it and we need all the tools that every agency has; they'll say that when it suits them to say that," McMillan said.
When accidents happen on roadways, more often than not, McMillan says it's a result of speeding. The contention by proponents is. if they can manage speeding laws, fewer deaths will occur.
