The former Bill received a call at 5:40 am from a housing unit who said that three men were walking in the Reserve Avenue McGregor-area Lane and breaking into vehicles.
When police arrived, they arrested William Garcia, 20, of Santa Rosa, and Tyler Smith-Cooper, 20, of Petaluma.
